Dr Paul Troughton is Senior Director of Regulatory Affairs for Enel X. He heads their Flexibility Policy Centre, focusing on programme design for demand-side flexibility in new markets, as well as covering European policy issues. He has participated in smartEn and its predecessor since 2015.

Paul has worked in demand response for ten years, with direct experience of the markets in Australia, New Zealand, Great Britain, and Ireland, and exposure to market design issues in other parts of Europe, Asia, and North America.

He has previously worked in clean technology investment, technology transfer, consumer electronics start-ups, and for the Electricity Corporation of New Zealand, where he was one of the first to get to grips with nodal pricing. He holds a PhD in statistical signal processing and an undergraduate degree in electrical engineering, both from the University of Cambridge.
